TSA wants to hire the use of a firearms range within a 20 mile radius of LaGuardia Airport in Queens, NY, to which it could send its employees and DHS personnel for quarterly qualifications and firearms training that it expects would consume nearly half a million rounds per year.
“The range must be indoor and possess a minimum of 10-15 firing points and must be able to accommodate a qualification course distance minimum of 1.5 yards and a maximum of 25 yards,” says a TSA solicitation released on July 1.
The range must be suitable for firing 9mm, .40 and .357 caliber ammunition.
“DHS requires to reserve the use of the range in 5 to 8 hour blocks,” the solicitation continues. “DHS personnel will use the range an average of 25 days per quarter. The estimated number of rounds fired per year is 490,200.”
TSA envisions awarding a firm-fixed price purchase order to the selected firing range, which will be permitted to bill the agency on a per hour or per day basis during a one-year period.
“The range rules shall allow shooters to draw and fire from the holster and from concealment,” explains the solicitation. “The range rules may not disallow a student from moving in front of the firing points with an instructor present, such as tactical move and shoot drills.”
